OPTL enables a VTS to gain VOSA approval for one man MOT
testing without upgrading to a full ATL.

Important Notes:
FGES do not recommend the retro-fitting of wheel play
detectors to existing lifts.
Before
commencing an OPTL upgrade, application for approval
must be made by submitting a VT01 application form
to your local VOSA office.
OPTL - The Advantages:
Some of your existing MOT equipment can be kept including:
Emissions
Analyser (Provided the smoke meter is VOSA 2008
compliant - but this is also the case with ATL.)
Roller
Brake Tester
Lift
/ Ramp - (If retro-fitted with wheel play detectors
and ball bearing mounted radius plates.)
OPTL - The Disadvantages:
OPTL is subject to VOSA approval so your existing kit
will be scrutinised.
OPTL equipment must conform to the layout and dimensional requirements set out
in the latest edition of VOSA's 'MOT Testing Guide' applicable at time of
installation. (See Special Notice 04-08). Unfortunately, many older MOT bays do not conform to current dimensional
requirements without significant structural modification.
If
you are planning to fit shaker plate play detectors
to an existing lift, you must first seek a written
declaration from the lift manufacturer (not the
supplier / installer) that the lift is suitable.
We have not yet seen a successful upgrade of this
type.
Years
of field testing in Europe suggests that older four
post lifts retro-fitted with play detectors are
not as resilient to the forceful action of wheel
play detectors as purpose built ATL lifts and supports
the opinion that scissor lifts are by far the best
choice for ATL / OPTL applications.
Older
lifts retro-fitted with play detectors may suffer
a shorter than expected working life-span.
VOSA
have proposed the compulsory replacement of all
older, analogue brake testers by 2011.
The
money you save in OPTL purchase cost is likely to
be eaten up by the maintenance costs of the older,
existing kit you kept.
If
you prefer to lease purchase your equipment, the
difference in the monthly costs of OPTL compared
to ATL is marginal.
